APPENDIX 1: SECURITY GUIDELINES

Condo security is not just the responsibility of the management corporation. Residents must also do their part to help keep the building and their units safe from intruders. There are basically two main lines of defence: Line 1 and Line 2. While the condominium management corporation is responsible for the security of all common areas — including exterior gates/doors and windows and corridor doors to individual apartments (Line 1), the security of each unit is typically each resident’s own responsibility (Line 2). To be successful in preventing and deterring crimes, both lines of defence must be in place; support from and cooperation between the residents, the condo management corporation and the local law enforcement agency are of utmost importance.

WHAT TO DO:
IF YOU SEE A CRIME BEING COMMITTED in the condo premises
Call the condo security for immediate and prompt action at 03-62588652
Then call the police at 03-21159999 or 03-22744465
IF YOU SEE A CRIME BEING COMMITTED in the vicinity of your apartment e.g. someone attempting to break into a neighbour’s apartment
Sound your apartment’s alarm if you have one, or use other means, to scare off the burglars/intruders and stop or prevent the crime.
Call the condo security at 03-62588652
IF A CRIME HAS BEEN COMMITTED in your apartment e.g. a burglary
Call the police immediately at 03-21159999 or 03-22744465
Then report to the security at 03-62588652
In most circumstances, you will need to go to either Sri Sinar Police Station or Jinjang Police Station to make a report in person. The condo security will assist you in this matter. 
WHEN YOU ARE IN DISTRESS
Call the police at 03-22663333 or 0322663444

In any of the scenarios above, if a vehicle is involved in the crime, try to take down its license number, note its color, make or model as all this is great information for the police in their investigation.

39Visitors' car park6.4.4A visitor's vehicle is allowed to park only in a visitor's bay assigned by the security upon entry. All visitors' bays will be locked after 12 midnight and will remain locked until they need to be opened for incoming visitors on the following day.

46.4.5Residents must filll up a form to get permisssion from the management and/or security for their visitors to park their vehicles overnight or for an extended period of time between 12 midnight and the following day.

56.4.6Vehicles parked in the visitor's car park after 12 midnight without special permission will be clamped. Clamps shall be removed after a penalty payment of RM 50.

66.6.1The MC shall use their discretion, without notice to vehicle owners, to tow away or clamp (at owners’ costs) any vehicles parked in the common areas or driveways or car wash bays or bays other than those allocated to them.

1 1 Introduction 2 The full authority and responsibility of the enforcement of these Hosue Rules lies with the Management Corporation (MC) and/or authorised Managing Agent (MA).

2 1 Definitions "Common Property" means so much of the lot as is not comprised in any parcel (including any accessory parcel) as shown in the approved Strata Plan.

3 1 Definitions "Owners" refers to a parcel proprietor, that is to say, a person or body for the time being registered as the proprietor of a parcel.

4 1 Definitions "Council" in relation to a management corporation, means the council of that management corporation elected under Section 39 of the Strata Titles Act 1985 and for the purposes of the Menara Duta House Rules shall be called the Menara Duta Management  Corporation (MDMC).

5 1 Definitions "Management Corporation" (MC) means the management corporation established under section 39  of the Strata Titles Act, 1985.

6 1 Execution of House Rules 2 Owners/Residents agree that the MC shall be entitled and be authorised to, at any time or from time to time, make new House Rules, not currently covered, and to add, revoke or vary, giving fourteen (14) days notice in writing.

7 2 Interference With Management Corporation Duties 1.2 There shall be no interference with the MC's discharge of duties nor shall instructions be issued to the MC. Owners/ Residents may lodge legitimate complaints to the MC in writing at any time.

8 2 Definitions "Management Funds"  means a management fund established under Section 45 of the Strata Titles Act, 1985 and in the opinion of the MC shall be sufficient to meet the administrative expenses as may be incurred for the purposes of controlling, managing and administering the common property, paying rent, rates and premiums of insurance and discharging any other obligations of the management corporation.

9 4 Default in payment of management funds 3.1 (ii) In the event where the Management Funds are NOT paid within a reasonable period of time (not more than 60 days), and after 2 reminders, the MC/Management Agent is authorized to disrupt, disconnect, terminate, or cut off water supply of the respective Units until payment is made.

10 4 Default in payment of management funds 3.1 (iv) After settling all outstanding payments, a  re-connection fee of RM 30 will be charged to the Unit upon resume of water supply.

11 5 Default In Payment of Management Funds 3.10 The MC reserves the right to claim and initiate all necessary action for the recovery of all sums due by the owners and/or residents as set out per sections 52,53 and 53A of the Strata Titles Act, 1985.

12 7 Aerials, Signs and Advertisements 5.8 Not to affix or exhibit/display on the outside of units or through any windows/doors of the Building, any aerials, placards, signs, notices or advertisements.  The Management reserves the right to recover any expenses from the owner and/or resident for the removal of the offending said aerials, signs and/or advertisements.

13 8 Moving of heavy items 5.11 Moving of  heavy items in or out of premises may be carried out on weekdays 9.00 a.m. - 5.00 p.m. and on Saturday 9.00 am - 1.00 pm. Delivery of  heavy items by vendors may be carried out on weekdays 9.00 a.m. to 10 p.m., on weekends 9 a.m. to 5 p.m.

14 15 Allocation of Car Parks 6.1.2 All vehicles parked at the visitors' car parks shall display the visitors' tags at all times. Unauthorised vehicles parked in residents' bays shall be clamped without notice. Management reserves the right to impose a RM50.00 penalty (and RM 50 per day if exceeding one day) payable to the management office to remove clamps. Penalty imposed is NOT negotiable.

15 15 Schedule 1 Swimming Pool 2 Children, aged 12 and under, whether swimming in the pool or playing near the pool, must be accompanied and/or supervised by an adult. Adults supervising in the pool must be in proper swimming attire.

16 15 Schedule 1  2(a) For safety reasons, playing which includes running, all forms of skating and/or cycling in the cafeteria is prohibited.

17 15 Schedule 1  19 In the event that a young child soils the swimming pool, parents/guardians/hosts are to bear the cost of cleaning the pool.

18 16 Schedule II 1 Reservations of poolside/multi-purpose hall for private functions are to be made seven (7) days in advance in writing stating date, time and nature of function i.e.BBQ, self or catered. List of guests shall be submitted and for a party exceeding twenty (20) pax, special identification tags  must be worn by guests at all times during the function for the safety of other owners/residents. Cost of identification tags not exceeding RM0.50 per tag shall be borne by the person making reservations.

19 17 Schedule III 4 Children are prohibited from playing any form of ball games, riding bicycles, and/or skating in common areas; and drawing/defacing the walls of common property. Damages caused by any such activities shall be borne by parents/guardians.

20 20 Schedule V 5(j) All contractors and their workers are to leave the premises by 5.00 pm from Mondays to Fridays and  1 pm on Saturdays.

21 24 Schedule X 7 Reservation and Rental Rates: Rental of poolside open area : RM50.00 only;  Refundable deposit : RM100.00 only;  (Schedule II)   Rental of Multipurpose Hall (beside Cafe) : RM200.00 per 5 hours and additional RM 50 per hour thereafter. Refundable Deposit : RM450.00 only.
